熊本大会のエクスカーションへの思い
Our Thoughts on the Excursion for the Kumamoto Conference

　第28回大会実行委員会では、2つのエクスカーションのコースを用意しました。

　1つ目は​、「Aコース：震災の遺構をめぐる―「震度7」×2の脅威」です。観測史上初めて、発災後48時間以内に、震度7を2回観測した「平成28年熊本地震」。その威力について、震災遺構として保存され、語り継がれている箇所をめぐるものです。大会会場校の東海大学では、農学部のあった旧阿蘇キャンパスに活断層が存在し、校舎が大きな被害を受け、また、多くの下宿生が被災し、新入生を含む3名の学生の尊い命が失われました。東海大学では、4月14日、16日には、防災・被災、鎮魂の思いを新たにすべく、現在も、慰霊祭を継続しております。

　2つ目は​、「Bコース：被災の記憶をめぐる―福祉・ペットとともに―」です。熊本地震では、避難所に入らず、「車中泊」で過ごす被災された方の姿や、その健康状態などがクローズアップされました。プライバシーを理由とする方のほか、家族同然のペットと暮らす方や、知的・精神などの障がいのある方など、急激な環境変化に対応が難しい方など、理由は様々です。今回は、ペットとの避難生活と小規模多機能事業所が、全国からの支援を受けて、「福祉避難所」として機能した事例のお話をうかがうものです。

　さらに、この2つのコースは、最後に合流し、お互いが見聞した学びや思いを交流する時間を設けています。個性的で、魅力あるエクスカーションのコースを用意できたと自負しております。

   The Executive Committee for the 28th Conference has prepared two excursion routes.

   The first is "Course A: Touring Earthquake Ruins—The Threat of Twice 'Maginitude 7'" The 2016 Kumamoto Earthquake was the first in recorded history to register a seismic intensity of 7 twice within 48 hours of the disaster. This tour visits sites preserved as earthquake ruins where the disaster’s destructive power is still vividly recounted. At Tokai University, the host institution for the conference, an active fault line runs beneath the former Aso Campus, where the Faculty of Agriculture was located. The campus buildings sustained significant damage, many students living in dormitories were affected, and three students, including freshmen, tragically lost their lives. To renew our commitment to disaster prevention, disaster response, and remembrance, Tokai University continues to hold memorial services on April 14 and 16.

   The second is "Course B: Reflecting on Memories of the Disaster—With Welfare and Pets." During the Kumamoto Earthquake, attention focused on evacuees who did not enter shelters but instead spent their nights "sleeping in their cars," as well as their health conditions. The reasons varied: some cited privacy concerns, while others included those living with pets they considered family, or those with intellectual or mental disabilities who found it difficult to adapt to sudden environmental changes. In this session, we will hear about cases where small-scale multifunctional facilities, with support from across the country, functioned as "a welfare evacuation site" for those living in their cars with their pets.

Furthermore, these two courses will come together at the end, providing time for participants to share the insights and reflections they have gained. We are proud to have prepared these unique and engaging excursion courses.
